They didn’t fuck him up. Captain Falcon isn’t in Brawl at all. He knew the game was going to be a hitstun-free broken piece of shit, so he refused to join the character roster knowing he would be without his sexy combos. Sakurai, knowing the lack of Captain Falcon in Brawl would cause an uproar, found an imposter at the last minute to take his place.

Actually, in order to make the game fairer and more exciting, Captain Falcon went and caught pneumonia. Hence the scarf. He simply handicapped himself in Brawl.
But one day, a pretty cool guy created Brawl+. And CF was like oh gotta go zss se ya and headed for brawl(+). And now he is loads of win.
